ROHS and REACH are often contacted in normal work. Customers will ask "Is there any ROHS report" and "Is there any REACH report". In fact, many friends will have such questions, "Isn't REACH already including ROHS?", "Why do I need ROHS report when I have REACH report?" Then, is this understanding correct? Can you tell ROHS and REACH clearly?

What is ROHS and what is REACH?

RoHS directive is the abbreviation of the Restriction of the use of certain hazardous substances in electrical and electronic equipment. The basic content is: from July 1, 2006, in the newly put on the market of electronic and electrical equipment products, the use of lead, mercury, cadmium, hexavalent chromium, polybrominated biphenyl (PBB) and polybrominated diphenyl ether (PBDE) and other six kinds of harmful substances. On June 4, 2015, the Official Journal of the European Union (OJ) issued RoHS2.0 Revised Directive (EU)2015/863, formally listing DEHP, BBP, DBP and DIBP in Appendix II, thus far there are ten mandatory controlled substances in Appendix II. After the issuance of this revised directive, EU member states must translate this directive into national regulations and implement it before December 31, 2016. From July 22, 2019, all electronic and electrical products exported to Europe (except medical and monitoring equipment) will be required to meet this restriction; from July 22, 2021, medical equipment (including extracorporeal medical equipment) and monitoring equipment (including industrial monitoring equipment) will also be included in this control scope.

REACH is the abbreviation of the EU Regulation "Registration, Evaluation,Authorization and Restriction of Chemicals" (REGULATION concerning the Registration, Evaluation,Authorization and Restriction of Chemicals). It is a chemical regulatory system established by the EU and implemented on June 1, 2007. On June 15, 2015, the EU ECHA officially announced the latest SVHC list, adding di (C6-C6) alkyl phthalate and karahual. As a result, the candidate list of substances authorized by the EU REACH regulation includes 163 SVHC.

Difference between ROHS and REACH

1. Definition and scope of application are different

RoHS is a directive and REACH is a regulation. The directive itself has no legal effect. It takes EU member states to further convert the laws of this country to have legal effect. Regulations have the force of law. REACH is a basket and ROHS is a specific directive.

2. Control objects are different

REACH starts from substances and ROHS starts from articles. RoHS is mainly aimed at the management of finished products, and its main purpose requires that the materials in use are safe and their environmental impact can be controlled. REACH is mainly aimed at the management of chemicals, and its main purpose requires that the chemical substances in use be safe and controllable. The goal of RoHS control is to reduce the accumulation of hazardous substances in the environment after the waste of electrical and electronic products, so it is required to prohibit the use of hazardous substances in the homogeneous materials that make up electrical and electronic products. REACH targets chemical substances (including those in articles), primarily to reduce the risks of chemical substances to humans and the environment throughout their life cycle. RoHS controlled substances must be within the scope of REACH.

3, the scope of different

ROHS and REACH SVHC are mandatory, and the number of hazardous substances restricted by them is different. The RoHS Directive is an industry-specific directive that restricts the use of certain hazardous substances in electrical and electronic equipment, while the requirements for registration, evaluation, authorization and restriction of chemicals imposed by the REACH Regulation affect almost all products, including electrical and electronic products. In addition, the two do not affect each other. In the event of overlapping requirements, the more stringent requirements shall apply. In the periodic review of the RoHS Directive, the EU Environment Commission will also analyze its consistency with the REACH regulation to ensure the consistency between the RoHS Directive and REACH.

4, product object range is different

(1)REACH regulations on the product is divided into substances, preparations, articles three categories.

Substances (substance): Chemical elements and their compounds in their natural state (existing) or obtained through the production process, including additives necessary to maintain their stability and impurities generated during processing, but does not include substances. Separable solvents that do not affect the stability or do not change their composition. For example: metal copper, sodium sulfate, phenol, ethanol, etc. Formulation (Preparation): a mixture or solution consisting of two or more substances. The mixture is artificially mixed by the producer according to a certain proportion. For example, alloy, shoe polish, detergent, etc. Article (Article): An object that has acquired a specific shape, appearance or design in the course of its manufacture, which shape, appearance and design determine its function more than its chemical composition. For example: toys, textiles, furniture, cars, electrical appliances and so on.

(2) The scope of the RoHS Directive covers the following electronic and electrical products listed in the catalogue of AC1000V and DC1500V:

① Large household appliances: refrigerators, washing machines, microwave ovens, air conditioners, etc.

Small household appliances: vacuum cleaners, irons, hair dryers, ovens, clocks, etc.

③ IT and communication instruments: computers, fax machines, telephones, mobile phones, etc.

④ Civilian installations: radios, televisions, video recorders, musical instruments, etc.

⑤ Lighting fixtures: fluorescent lamps, etc. except for household lighting, lighting control devices

⑥ Electric tools: electric drills, lathes, welding, sprayers, etc. (except for large industrial tools to be installed)

⑦ Toys/entertainment, sports equipment: electric vehicles, video game consoles

⑧ Medical equipment: radiation therapy instrument, electrocardiogram tester, analysis instrument, etc

⑨ Monitoring/control devices: smoke detectors, thermostats, factory monitoring and control machines, etc.

⑩ Vending machine

ROHS and REACH are two independent directives and regulations. In the periodic review of the RoHS directive, the EU Environment Commission will analyze its consistency with the REACH regulation to ensure the consistency between the RoHS directive and REACH, which is also the link between the two.
