Import certification requirements for new energy vehicles in some countries/regions

(1) US DOT certification and EPA certification

entry into the U.S. market requires a DOT safety certification from the U.S. Department of Transportation. This certification is not led by government departments, but by the manufacturer's own testing, and then by the manufacturer to judge whether it meets the production standards, the U.S. transportation department only controls the certification of some parts such as windshields and tires; For the rest, the U.S. transportation department will conduct regular spot checks and will severely punish fraud.

EPA environmental certification is similar to DOT safety certification, but also self-declaration plus departmental supervision, the competent department for the United States Environmental Protection Agency.

(2) EU e-mark Certification

SABER certification process is similar to SONCAP certification in Nigeria. Products must first apply for PC certificate and apply for SC certificate for each batch of products when shipping.

chinese standards: automotive power batteries to meet GB 38031, GB/T 31484, GB/T 31486 standard requirements.

EU regulations: Automotive power batteries require mandatory regulatory E-Mark certification, including ECE R100 and ECE R10. Materials shall meet RoHS requirements.

North American regulations: Automotive power batteries need to be full foot UL 2580 Certification standard requirements.

Indian regulations: Automotive power batteries need to meet the requirements of AIS 038.

Relevant requirements for the export of power batteries for new energy vehicles

in accordance with the Model Regulations of the United Nations Recommendations on the Transport of Dangerous Goods (TDG), the International Maritime Dangerous Goods Code (IMDG) and 《 international Air Transport Association-Dangerous Goods Rules(IATA-DGR) and other international regulations, the power battery is divided into UN3480 (lithium battery separate transport), UN3171 (battery powered vehicles or equipment) two categories, belonging to category 9 dangerous goods, are required to pass the UN38.3 test when transported.

Although lithium-ion batteries used in new energy vehicles are dangerous goods, they should be treated differently according to different situations.

(1) If the goods transported are pure electric vehicles, the special name for transportation is "battery-powered vehicles", the UN number is "UN 3171", and for land and sea transportation, "non-restricted goods", there is no packaging requirement;

(2) If the goods being transported are hybrid vehicles, the special name for transportation is "vehicles driven by flammable liquids", and the UN number is" UN 3166", sea and land transport as" non-restricted goods ", no packaging requirements.

(3) If the transported goods are lithium-ion batteries and the special transportation name is "lithium-ion battery", the hazard category is "Class 9 dangerous goods", and the UN number is" UN 3480", according to its packaging guidelines, the corresponding packaging category is" II ". According to the "the People's Republic of China Import and Export Commodity Inspection Act", the performance appraisal and use appraisal of dangerous goods packaging should be carried out.
