28 July 2023, the first circular economy legislation in the EU to comprehensively cover the entire life cycle of battery products new EU Battery Regulation(EU)2023/1542 after several years of improvement and approval by important organizations such as the European Regional Committee, the European Economic and Social Committee, the European Parliament, and the European Council, it was officially released in the form of the EU Official Gazette. The regulation formally amends the directive2008/98/EC and Regulation (EU)2019/1020 and replaces Directive 2006/66/EC. New regulations since 17 August 2023 effective, full coverage of the regulations battery full category, battery full application scenario, battery full life cycle, battery full industry chain.
New battery regulations will apply across the EU all types of batteries (except for military, aerospace, nuclear, and other special uses). And according to the use of different scenarios, the battery is divided into the following 5 types:
sealed
below 5kg
no other type of battery
Start light ignition battery
auxiliary or backup batteries for vehicles, other transport or mechanical transport equipment
type electric vehicle battery:
sealed
below 25kg
drive L-type vehicle
not an electric car battery
LMT Battery for short
Industrial Battery
or repurposed batteries for industrial use
or other batteries over 5kg, not LMT/SLI/EV
Electric vehicle battery
for L-type light vehicles, but the weight is more than 25kg battery
EV battery for short
Restricted Requirements for Hazardous Substances
New carbon footprint requirements for light vehicle batteries, electric vehicle batteries with internal storage energy exceeding 2kWh, and rechargeable industrial batteries.
Electric vehicle batteries shall include a carbon footprint statement in the attached technical documentation within 18 months of the commencement of the regulation, a carbon footprint performance rating for the product within 36 months, and a life cycle carbon footprint below the statutory limit in the attached technical documentation within 54 months.
Environmental Footprint of Products in the EU (Product Environmental Footprint, referred to as PEF) the standard is the only standard recognized by the New Battery Regulations to carry out carbon footprint certification. The calculation of carbon footprint needs to meet the requirements of the product environmental footprint classification rules (Product Environmental Footprint Category Rules, referred to as PEFCR) for such batteries.
